((They'd be in Fukuoka, which in GitS is the capital, and has been built up to be bigger than Tokyo was.

He'd also have given them passports listing them as citizens of some country called the "American Empire." He said something about "this way, no one will expect you to speak anything but English." XD))

That's only about a decade old for Dr. Cuddy's time. The trend was for shorter movies then. Not many ran longer than two hours.
