It's all over Earth, too. I never bothered to ask last year; is it a national or a worldwide holiday?

Well, it's not really built on it. It's more like that because it symbolises an approaching end to the year, everyone feels they can let loose. The same sort of thing happens with New Years.

It does, and most of them are too wild for me. It's actually quite hard to find some good, reserved company for New Year's.
