It's assumed that time is told differently in different villages from what I've heard. A year in Jiiha (Simon and Kamina's village) could have been a year and three months in Littner (Yoko's).
I still don't get how the gap between Simon and Kamina works. Simon looks like he's eight when he's 14, and Kamina looks like he's 20-something at 17?! We figure it might be something to do with the diets and reaction to living with no natural sunlight. Simon coulda just been a really sick kid, and Kamina coulda just trained a lot. Looking at their parents, though, Kamina's dad was better built and Simon's parents were smaller, and weaker looking.
