She'd be too busy trying to get to Cuddy's room ASAP to really bother with her. Her mindset would be more along the lines of "I have to get this insignificant piece of trash to stop bothering me so that I can do what's REALLY important" or something. :P I don't know how strong Penelo is, but Azula might just be able to push her off herself? idk
