It's not counterproductive, because the skin covering the burns helps prevent infection in the damaged tissue underneath, while the places where it's cut from are healthy and can heal on their own.

We don't use it if it's minor damage, but a really bad burn goes deep into the muscle underneath, and that flesh is very susceptible to infection when it's burned.
