It means he basically took an entire section of the world and made it impossible to touch. I cannot punish Germanicus for hiding that beast and his people nor coerce them for information.

If he can do that to Germanicus we have a serious problem. There's nothing to stop him from doing this to the rest of world and worlds outside of it.
